- The general periodic trends, and even some exceptions to the trends, can be explained by appropriate application Coulomb's Law (electrostatic forces), Electron Penetration, and Electron Shielding. Application of these three ideas should allow you to predict trends in Effective Nuclear Charge. The effective nuclear charge of an atom's valence electrons is directly or indirectly related to the ionization energy, electron affinity, electronegativity, and atomic size.
