Solution 21

( \newcommand{\kernel}{\mathrm{null}\,}\)

H is more acidic.

The simplest explanation is to look at the functional groups: H is a carboxylic acid, while H is an alcohol. The presence of the chlorine atoms will increase the acidity of H by inductive effects, but not enough to bring the pKa down to the level of a carboxylic acid.
